By Law - Barking dog's can be considered a noise nuisance.

The dogs (fouling of land) Act 1996 makes it an offence not to clean up after your dog in area's accessible to the public. This can also include certain private land. Failure to comply with this law may result in a fine of up to £1000. Preston City Council's Dog Welfare Service has successfully fined people who failed to clean up after their dog. However, most offenders are actually dealt with by issuing a fixed penalty notice. It is only where such a notice remains unpaid that the offence is then referred for prosecution. *A blind person with a guide dog is not included in this law
It is not a reasonable excuse to say that you were unaware that your dog had fouled (whether by reason of not being in the vicinity or otherwise), or you do not have a suitable means of removing the waste.

Car Clear
Car clear is a partnership between Lancashire Constabulary, the Fire Brigade and Preston City Council, that developed vehicle removal scheme to remove abandoned vehicles within 30 minutes

The scheme involves:
