The meeting was opened by the Vice Chairman Jim Glancy. Approximately 25 people including residents, police, councillors and service providers were in attendance at the meeting.

Police Update - CBM Andy Caunce gave the Police Update;
An attempted burglary took place on Thistlecroft. The offender used a paving slab to smash through a panel on the aggrieved back door. Possibly the offender was disturbed as nothing was stolen. CSI attended the scene and lifted several forensic prints and we are awaiting CSI to come back with a match.
Damage was caused to a motorbike which was pushed over whilst parked on Whitby Avenue. Cameras were checked at the John O’Gaunt pub, but just missed the actual offence being committed, but it did catch two males running from the area. They have yet to be identified.
A bicycle was stolen from the rear yard of a property on Tag Croft. It was a dark green “Kensis” bike valued at approximately £600.
A red mountain bicycle value at £60 was stolen from the rear of a property on Sylvancroft.
A couple of calls were received from the CCTV Company, which monitors the Ingol Golf Course club house, reporting males sniffing around the club house. Patrols attended on each occasion but the males had left the area. All the response teams are aware of the problem as well as the local Policing teams who are keeping an extra eye out.
Five anti social calls have been received for the Nisa shops and Kidsgrove area. The mosquito device is still not in place on the outside of the shop, but has been told it is the process.
A car ha been damaged on Clevedon Road. The offender had smashed the front and rear windows of the vehicle for no unknown reason. The offence happened in the early hours of the morning, so unfortunately no witnesses. This looked like a targeted crime.
An assault has taken place on Threefields and is related to an ongoing neighbour dispute. A male has been arrested for the assault and forcing an entry into the property. Currently on bail with conditions.
A theft of a mobile phone was reported, where the property was taken during house party. With many visitors, it was impossible to ascertain who stole the phone.
Three males from the Ingol/Tanterton area were arrested for racially assaulting an Asian taxi driver whilst travelling from Ingol to Lane Ends. All three have been charged with the offence.
Q There is a problem tenant on Whitby Avenue, only niggles, but what are Community Gateway doing about it?

Matters arriving from previous min
1. Neighbourhood Council: With the acceptance of the request for an Ingol & Tanterton Neighbourhood Council, the steering group propose to hold a workshop open to the public so that they can gain a better understanding of what the NC will bring to community and also to answer any questions raised. Posters advertising the event will be put up in prominent places in the area, such as shops, community centres etc.
2. Places for People – disabled parking: Lesley Marshall has ordered the disabled parking stencil and has also volunteered to paint the markings herself when the logo arrives and depending on the weather hopes to have the marking in place soon.
3. Ancient Oak Roundabout – Advertising Banners: No further action is being taken, but the number of banners has reduced down to two banners
4. Ventnor Place: The recycling area has been cleaned up recently, but Preston City Council has now decided to remove this recycling facility due to the amount of fly tipping occurring recently. The section of road owned by Gateway will have the potholes filled during better weather.
5. Pool House Lane: Letters have been sent, but as yet no response.
6. Whitby Ave: Residential and van and trailer parking still causing nuisance by reducing the width of the roadway could inconvenience/prevent passage by emergency service vehicles. To provide sufficient information for action, we require evidence other than verbal comments, such as photographs etc. Cllr Pringle has spoken to main protagonist and asked for his assistance with more considerate parking. To be monitored and reported on at the next meeting.
7. John O’Gaunt: Cllr Brown reported that the litter is not a licensing issue, but is the responsibility of the Landlord, who has been contacted but as yet no response received. Will try to make contact again and invite him o the next Pact meeting. The graffiti at the rear of the pub was removed by the Community Neat team.
Q Is the pub Brewery not responsible for ensuring that the litter is cleared?
A The Brewery’s response is that the Landlord is responsible for the cleanliness of the property.
A Environmental Health will not get involved unless the litter becomes a major health issue.
A Police Sgt Lovett has said he will keep an eye on this issue and try to ensure this issue is resolved.

Hillcrest Garage: Is there anything that can be done about the advertising signs on the pavement and the vehicles parking on the pavement.
A Regarding the parking, the Police have said they will investigate.
A Cllr Shannon has said he will investigate the signage issue.
Barry Avenue: Is there anything that can be done about the amount of dog faeces and dogs not on leads on Barry Ave?
A When the Dog Control orders are finalised, it will be a fineable offense not to have a dog on a lead on the highway, which is any road and pavement.
A Shouldn’t we be concentrating on educating the dog owners rather than being reactive to the problem? If they won’t listen, photograph them so that they can be name and shamed.
Q What is the situation regarding the ownership of dangerous dogs?
A Report the ownership to the Police and we will investigate.
Q Recently, an incident took place outside the NISA store in Tanterton, where two Pit Bull type dogs were encouraged to attack a Pit Bull type puppy to “toughen it up”.
A The Police have no record of this incident. Was it reported at the time? We can only investigate crime when it is reported.
Community Gateway and Places for People were asked for their policy regarding residents and pets?
Both have policies in place which state that residents have to be responsible pet owners, and could face actions against them if not. P4P also stated that residents have to apply for permission to own a pet. Both representatives followed on from the Police message. We can only act if people report problems/incidents.
Following this interchange from the community, PACT will invite the dog wardens to the next meeting for their input to the above debate, which will be an agenda item.
Ingol Dip: It was reported that some “tree cutting” had taken place near the pipeline.
A This is probably just routine maintenance, but will check on it.
