The meeting was opened by the Vice Chairman Jim Glancy. Approximately 25 people including residents, police, councillors and service providers were in attendance at the meeting.

Public Notice: Following past disturbances at PACT meetings, everyone will be required to sign in. This sign in sheet covers a “declaration to behave”. We cannot exclude people from a public meeting, but we now have the power to eject them after they have signed the entrance form.
Police Update.
CBM Andy Caunce gave the Police Update
A large set of “Youngmans” metal ladders were stolen from a window cleaner’s car on Tag Croft.
A constant caller to the Police, who suffers from mental health issues, has now been referred to the correct agencies for appropriate help following intervention from his GP and support workers.
An attempted burglary has take place on Sheraton Park, where a male had rung the door bell twice. The resident, who was in bed, didn’t answer the door. The offender went round to the rear of the house and tried to kick in the rear door. He was then disturbed and ran off. The only description is a white male aged 18-25 in a blue hoodie. CCTV enquiries ongoing.
A car on Dalmore Road was sprayed with graffiti. A neighbour was suspected, but no evidence found.
A racist comment was shouted at NISA staff. Unfortunately the staff member could not see the offender as there was a large group of youths present.
An £80 fixed penalty ticket was given out to a problem male, who regularly hangs around the shops, due to his behaviour to Police. A joint visit has been arranged with Gateway to his sisters’ address.
Visited NISA again regarding ongoing issue outside the shops. Advised again that steps are in place to get the mosquito device and have it installed by Christmas.
Two gas meters have been stolen from an address on Barry Avenue and Margate Road. These have occurred whilst the properties were unoccupied and the locks changed since the last tenant. No signs of forced entry presumably stolen for scrap value.
A 17 year old female was arrested and given a caution for assaulting a bus driver and smashing his glasses.
A number of people have already been barred from Ingol Labour Club, mainly from previous reputation. Only one call received in relation to noise nuisance from the club.
Numerous problem youngsters who were put on acceptable behaviour contracts several months ago have now been served with cease and desist notices with the appropriate housing officers. Youth involvement office also involved.
Matters arriving from previous minutes:
1. Neighbourhood Council: Alan Brookes, a member of the NC steering group, gave an update into the proposal for the formation of a Neighbourhood Council for Ingol and Tanterton. The second consultation by Preston City Council has now concluded and due for discussion and hopefully acceptance at the next full Council meeting on 15th December.
If accepted by PCC, it is proposed to hold a training session so as to spread the word as to what Neighbourhood Council will do for Ingol & Tanterton and get more people involved as possible councillors and volunteers. It needs to be made absolutely clear, that Neighbourhood Councillors will be volunteers and will not receive any payment for supporting their community.
The councillors will be elected as part of the local City elections in May 2012 and will be elected for 3 years initially and then every 4 years. The elected councillors will not be representing any political party, only the benefits for Ingol & Tanterton and therefore there will be none of our local councillors standing for election to the Neighbourhood Council.
Q. You need to put up advertisements in the churches, shops, community centres etc to advertise the meeting.
2. Places for People – disabled parking: Lesley Marshall has ordered the disabled parking stencil and has also volunteered to paint the markings herself when the logo arrives and depending on the weather hopes to have the marking in place by the end of the year.
3. Ancient Oak Roundabout – Advertising Banners: Preston City Council planning enforcement has been informed and they have passed on the information onto their legal team. Following their recent activity regarding 248 Tag Lane, don’t expect a quick solution.
Q. Now that we are involved in the Ancient Oak advertisements, should we not be looking at other nearby advertisements so that we are seen to be fair to all and not victimising a local establishment and are Schools exempt, or do they also require planning permission?
A. Generally, school banners are only up for 1 – 2 weeks and if not on the main road, will be accepted.
Community Tasking/Information:
Q. Is there any news on the future of Tulketh High School?
A. Lancashire County Council has stated that the school building is now surplus to requirements and a planning application is expected soon to demolish the school and build up to 30 houses on the site of the school building, the car park and the green land to the left of the school drive.
Q. The highways department has started installing the new Zebra crossing on Tag Lane near the bus stop close to Village Green Lane and should be completed soon.
Q. The extra play equipment requested at a recent PACT meeting is currently being installed.
Q. What is the current situation regarding 248 Tag Lane?
A. Planning enforcement has passed on the information to their legal department for action.
Q. What is happening with the road and recycling bins a Ventnor Place?
A. The potholes are to be filled in and the recycling bins have been re-sited and lined up along the right hand side of the road so as to prevent/reduce the amount of fly tipping.
Q. Is there anything PACT can do regarding the amount of litter on the John O Gaunt car park? It is littered with cigarette buts and broken glass.
A. With the car park being private land, it is the responsibility of the land owner and not Preston Council to maintain. Cllr Brown volunteered to try and find the owners contact details, from which PACT will make contact and try to clean up the car park. With the pub up for sale and the tenancy changing hands on an almost fortnightly basis, getting the tenant landlord to keep the area clean is very unlikely, but we will make contact first.
Q. On Pool House Lane, workers from the nearby nursery school are congregating on the lane to smoke their cigarettes, which they discard, creating a litter problem. Also parents dropping off their children are not considering other users by cutting across the lane into the school.
A. To be investigated and a letter from PACT to be sent to the nursery
Q. Following the recent garage fire on Whitby Avenue, where the fire engine had difficulty in reaching the incident due to the narrowness of the road caused by poor parking, is there anything PACT can do to raise the issue with the residents?
A. Other than knocking on doors highlighting the problem, does the Fire Service have a leaflet for distribution highlighting the problem as we are sure this is not a local issue.
Q. In the recent Lib Dem Focus leaflet, there was no mention of the local residents association IGVRA, who worked tirelessly, and the Community pulling together to save the Ingol Golf Club from housing development.
A. Please accept our apologies; we were very grateful for their hard work in having this planning application refused Gateway gave an update of incidents which showed only an average of 10 reports per month.
Places for People reported that they have 2 ongoing and 2 new cases in Tanterton his month.
A resident contested this and highlighted what they consider a lengthy ongoing situation.
Following a long but informative meeting, the Policing priorities were set as:

Tanterton Shops & Community Centre - Dog Nuisance
