Ingol & Tanterton PACT Association
Rules/Guidelines


1. Name
The name is the Ingol & Tanterton PACT Association.

2. Objects

(a) The Association’s object is to establish, identify and prioritise Pact issues raised by
the residents of Ingol & Tanterton, Preston, Lancashire, without distinction, with
due diligence and using good practice.

(b) This task shall involve a partnership arrangement with the police and other public
sector agencies to assist on local community crime and environmental issues.
Advise and engage the community through Pact meetings and educate through
participation to achieve a safer and increased quality of community life by assisting
in the prevention of crime and reducing the fear of crime.

3. Membership
(a) Membership of the association is open to all residents living within Ingol &
Tanterton and those in the surrounding areas who share an interest in the Objects
of the association.

(b) Every member shall have one vote.

(c) The Committee shall operate a good conduct policy and may by a unanimous vote
and for good reason terminate the membership of any individual: Provided that the
individual concerned shall have the right to be heard by the Committee,
accompanied by a friend, before a final decision is made.

4. Honorary Officers.
At the first meeting following the annual general meeting, the committee members
shall elect from among themselves a chairperson and a secretary, who shall hold
office from the conclusion of that meeting.

5. Committee.
(a) The Committee shall consist of not less than 5 no more than 20 members.

(b) All the members of the Committee shall retire from office together at the end of the
annual general meeting next after the date on which they came into office but they
may be re-elected or re-appointed.

(c) A member may be co-opted onto the Committee mid term so long as it does
not exceed the maximum number of the Committee members allowed.

Membership of the Committee shall cease if he or she:
a) Is absent without an apology to the Committee from all their meetings held within a
period of four months.

b) Notifies the Committee a wish to resign.

6. Meetings and proceedings of the Committee.
(a) There shall be a quorum when at least one third of the elected members are in
attendance.

(b) Every matter shall be determined by a majority of votes of members. Chairman
carries the casting vote.

(c) The Committee shall keep minutes for the purpose of the proceedings at
meetings.

7. Annual General Meeting.
(a) There shall be an annual general meeting held in the month of November in each
year or as soon as practicable thereafter.

(b) The Committee shall call every annual general meeting. The secretary shall
give at least 21 days’ notice of the annual general meeting. All the members of
the association shall be entitled to attend and vote at the meeting.

(c) Nominations for election to the committee must be made in writing and in the
hands of the secretary at least 7 days before the annual general meeting.
Nominations for election shall be by ballot.

8. Special General Meetings
.
The Committee may call a special general meeting of the association at any time. If at
least ten members request such a meeting in writing stating the business to be
considered the secretary shall call such a meeting. At least 21 days’ notice must be
given. The notice must state the business to be discussed.

9. Procedure at General Meetings.
(a) The secretary or other person specially appointed by the Committee shall keep a
full record of proceedings at every general meeting.

10. Alterations to the Rules.
(a) The Rules may be altered by a resolution passed by not less than two thirds of the
members present and voting at a general meeting. The notice of the general
meeting must include notice of the resolution, setting out the terms of the alteration
proposed.
