Dear Sir

Subject

Highways reference = pem 674977 Request for Zebra Crossing North side Tag Lane.

We (ingol / Tanterton Community Pact Group) are in receipt of the e mail sent too our local Councilor Peter Pringle, and shall respond too the contents as follows.

Item 1 ref 674977 .

This reads like a mathematical problem for assessing risk factors coupled with funding, if this was getting risk assessed in industry, and the cause and effect laid out, there would be no mathematics only raw reality of the risk being  assessed.

Brief Risk Assessment.

What is the risk, Road width 6.2 mts public avoiding cars travelling at 30 mph.* The Highway Code gives expected best reaction / braking times *

Who would it harm?  All east west general pedestrian on foot, adults, children, wheel chair users, mental handicapped people and all service people from postmen to road sweepers etc.

Is the risk Minimal / Severe, The risk is severe, and exacerbated at peak times.

Maximum risk / severity of outcome expected. Death

How can you minimize the Risk, Install a controlled crossing at a agreed suitable location

The fatality in 2007 is a established fact that even at off peak times there are risks, one death with vehicles is still one too much.

However after all that is in the foregoing we do appreciate that Highways are also subject to statute criteria, but feel that when a full Pact community can identify the need there is a case too answer.

We trust this answers the question on who (The community) raised the issue in section 4 of the HW e mail.

Item 2,

We thank you for the comments on the HW e mail item 6 relevant too the submission of a signalized crossing at Village Green / Kidsgrove area.

This is without doubt obvious evidence that even your good selves at that point in time felt there was a need.

The official study undertaken 2008 / 2009 also carries recommendation on the need to widen the paths at and around the nursing home, which in many ways serves too highlight that there is a identifiable pedestrian risk.

The funding for a crossing given the guide lines on recent / previous costs could be available from Neighborhood Management sources.

We’re more than happy too accommodate any site meeting or office based meeting with Mr Colin Wilson / Highways to progress this community sincere concerns that are  daily cat mouse issue going across Tag Lane.

Going to schools, shopping, bus services, and other varied daily tasks all of which carry the burden of the issues laid out on the small Risk Factor Assessment in item 1 of this document in example.

Finally we therefore ask that given the foregoing information coupled with the sincere community opinion on this specific need, shall answer the question on, need, best usages / practices, funding requested in  the H W e mail Jan 15 , 2010.

We also trust that the survey evidence be used as a recognition that a risk issue exist.

We also trust that with funding being a possibility removes the commercial burden and first hurdle

The writer trusts that all the foregoing information shall be given due consideration and allow the healing process too begin. And remove the traffic concerns that we the community daily suffer

  Yours Sincerely.

Tom Anderson C P of Pact.

Cc, Peter Pringle, Colin Wilson
